The addition of a substance on Schedule 1 enables the Minister of the Environment and the Minister of Health to implement risk management measures under CEPA to manage potential environmental and human health risks that the substance may pose.

Additional information: This substance, listed in Part 1, Item #160 with a Hazard Category (A = aquatically toxic) under schedule 1 with CAS Registry number 7646-79-9 is subjected to the reporting of a release in section 18 of the Environmental Emergency Regulations, 2019 if it meets the minimum concentration of 10% (mass/mass) and is not part of exclusions in 2(2).

In addition, facilities will have to report quantities on site or/and create and bring into effect an environmental emergency plan for their site, if they meet certain conditions in the Environmental Emergency Regulations, 2019 and have a minimum of 0.22 tonnes on site.

The manufacture or import of a substance not on the DSL may be subject to notification under the New Substances Notification Regulations (Chemicals and Polymers) or the New Substances Notification Regulations (Organisms). Following notification, Environment and Climate Change Canada and Health Canada carry out a joint assessment process to determine whether there is a potential for adverse effects on the environment and human health.

This substance was added to the DSL as an “Existing Substance” given that it meets the criteria set out in CEPA for substances that were in commerce in Canada between 1984 and 1986.
