The significant new activity (SNAc) provisions of CEPA apply to this substance. It is suspected that new activities involving this substance could result in the substance becoming toxic under CEPA.

The SNAc provisions of CEPA trigger an obligation for a person to provide the Government of Canada with information about a substance when proposing to use, import or manufacture the substance for a significant new activity. The government then assesses the substance for potential risks to the environment and/or human health. If risks are identified, the government may impose risk management measures.

The significant new activities with respect to this substance are defined in the order as follow:

1 Any activity involving, in any one calendar year, more than 100 kg of the substance 1,4-Benzenediol, other than for use

(a) as a polymerization inhibitor in a concentration of less than 1% by weight in unsaturated polyester resin and acrylate resin monomers;

(b) as a stabilizer in a concentration of less than 1% by weight in colorants, adhesives, thread lockers or thread sealants;

(c) as an additive in heat shrink tubing, restorative paste, bonding tape or film tape;

(d) as a performance additive in sheet-fed printing and heat-set inks;

(e) as a reducing agent in photographic developing solutions;

(f) as a corrosion inhibiting agent either in boiler water treatment chemicals or in the oil and gas processing sector;

(g) as an antioxidant in electroplating baths;

(h) as a drug or a component of a drug regulated under the Food and Drugs Act; or

(i) in an activity regulated under the Pest Control Products Act.

To access the full description of the significant new activity requirements for this substance, including the information required to be submitted to the government, refer to the Canada Gazette publication or the Canada's Open Government Portal.

To access all SNAc notices and orders published under the authority of CEPA and currently in force, refer to Canada's Open Government Portal.
